In 2007 gambling industry in Kazakhstan has undergone a true revolution. New law established only two places where one can gamble legally. It contributed largely to a drastic decline in the number of legal casinos and to feed of the “grey zone” in the gambling industry.

History of casinos in Kazakhstan


Gambling in Kazakhstan was developing already during the day of tsarist Russia, than lotteries were organized. In 1698 Tsar Peter I signer for the first time a decree which allowed to organize lotteries. In later years lotteries were organized by the Ministry of Finance of all Soviet republics and thus also Kazakhstan. The Ministry of Finance of the Republic of Kazakhstan has started to issue licenses for gambling activity since 1999. In 2007 the government of Kazakhstan has introduced a new law which ordered banning gambling on the territory of Kazakhstan besides 2 places which were to become the examples of Russia’s special gambling zones. Casinos existing outside these areas had to be closed or moved to places where they could operate legally. The first legal casino opened after the introduction of new law was Casino Flamingo in Kapchagay, which was opened on October 1st 2008.

Since 2007 legal casinos can be opened only in two special zones in the country. First legal casino which was opened after the introduction of the new law was Casino Flamingo in Kapchagay, which was opened on October 1st 2008.

Legal Regulation

Gambling in land based casinos in Kazakhstan is regulated by Act No. 219 “On gambling business” signed on January 12th 2007 by President Nursultan Nazarbajew which entered into force on April 1st 2007. This Act introduced new rules for the operating of gambling industry in the country. In accordance with with paragraph 1 of Art. 11 of the Act, gambling is legal only i specially designated areas in the country which are Kapchagay and Schuchinsk. According the the law, licences given to casinos before April 1st 2007 - expired. Before introduction of the new law there were 130 casinos on the Kazakhstan territory. After the change in legislation, this number has fallen dramatically. Part of the casinos which were outside of the designated zones went underground, others have been converted into restaurants or discos, some were completely closed. Many owners moved their casinos to the capital of neighboring Kyrgyzstan, Bishkek.

The choice of legal gambling zones was dictated by rich, non-accidental clients, which came to the casinos regularly and play for big money. That’s why playing in casinos is not available for the most citizens of Kazakhstan. Under current law, licences are given to companies for 10 years. The laws also define the minimum number of tables and slot machines in casinos. Therefore, in each casino there must be at least 20 tables and at least 50 slot machines. People who are under 21 cannot play in the casinos.

When, where and what to play in casinos in Kazakhstan?

Casinos in Kazakhstan under the laws introduced in 2007 may be included in the areas where gambling is allowed - Kapchagay 80 km from Almaty and Schuchinsk  230 km from  the capital of the country Astana. Casinos outside these zones are illegal. Casinos operating in the designated areas are open every day, around the clock, players are offered such games as different varieties of roulette, poker, blackjack, baccarat and slot machine.

Online gambling in Kazakhstan has not been regulated up till now. Players have full access to foreign sites of online casinos because they are not blocked in any way. Sites of foreign casinos are available in Kazakh, Russian and English languages. Bets are accepted in Kazakh tenge, euro and US dollars.

Azamat Gaalev the winner of WPT National 500 Kazakhstan Poker Championships


May 22nd - June 1st 2014 in Cash Ville Casino & Poker Club near the capital of Kazakhstan Astana played in the WPT National 500 Kazakhstan Poker Championship. The winner was Russian Azamat Gaalev, as he says, he feels better playing online than with players live. Poker players won first place, bit strong competition and won a prize in the amount of $24 125.
